Ryan is proud to serve as Executive Director of Superior California Economic Development (SCED),  a federally designated Economic Development District and Certified Development Company headquartered in Redding, California

 In this role, he leads business finance, regional planning, and economic development initiatives that serve the rural communities of Modoc, Shasta, Siskiyou, and Trinity Counties. He oversees federal and state-funded programs, SBA 504 lending, Revolving Loan Fund activity, and strategic partnerships designed to expand opportunity and strengthen rural economies in far Northern California.

Ryan has more than twenty years of experience in economic development, having served SCED in both lending and executive leadership roles since 2005. Over the course of his career, he has managed economic development loan portfolios, underwritten and funded more than 220 small business loans, secured major grant resources, and directed projects involving regional planning, capital access, and long-term community development. He is recognized for his practical, partnership-driven approach to helping rural communities build capacity, support entrepreneurs, and advance strategic economic priorities.

He holds a Master of Business Administration from California State University, Chico, a Bachelor of Science from the University of California, Davis, an Economic Development Finance Professional certification from Grow America (formerly the National Development Council), and is a graduate of Leadership Redding.

Ryan currently serves on the boards and advisory committees of the National Association of Development Organizations, the NADO Research Foundation, NoRTEC, the Siskiyou County Job Council, the EDA RLF Community of Practice, the California Finance Consortium, and the Yuba-Sutter Economic Development Corporation Loan Committee.
